Ditto for me. My Win7_x64 installation is 3 years old this month. COMDLG32.OCX has been in the SysWOW64 folder since 2nd April 2012. I guess i updated Visual Basic 6 some 8 days before you Caty.
Easy answer for this missing file is to update VB it seems.
