One reason profile is use is because there are some settings in sys.txt (based on vehicle type) that could impact routing. Also if proggy can handle data from .ftr then that is used as well (although when I tested it under NextGen9.18.27.687519-Gift(26Jan2017), it wasn't too accurate.) I have yet seen TMC impacting data from profile, but then it might just be a regional thing.
