Strange... I know that there is a particular "order" that Primo used (out of data.zip, ui_igo9, UX, skin, etc), but I'm not sure of the exact order. I thought that any files in the ui_igo9 directory would override everything else, but maybe I have the order wrong.
What you could do is simply replace the loading.bmp in the skinevo UX file. If you go that route, make sure that you use an old version of WinRAR (WinRAR 4.x works - newer versions create .zip files that Primo doesn't like). Here is a link to WinRAR 4.01 - you should be able to use this to replace the loading.bmp in the skinevo UX file with your loading.bmp. At least for now until we come up with a better solution...

Do you know what the skinevo UX file actually does? It doesn't seem to change the main Primo navigation screen (that I can see from your pics)... I'm not familiar with it off-hand.
