You say to copy it to this folder: Android\data\obb"copy OBB file here" - did you intend to also include the "\com.tomtom.gplay.navapp" portion in the path?
Either way, one is still different from the other - because one path is Android\obb while the other is Android\data\obb...

Android\obb\ is general path where obb files have to be stored.
Of course, each of the files must be located in the subfolder of its app.
There may not be an obb folder in your device if you have never installed an application that uses them.
So, the full path is
Android\obb\com.tomtom.gplay.navapp\filename.obb
