Maybe is stays free of charge just like Google maps. Apple works together with TomTom. There are only two big navigation software makers Alphabet Google and TomTom.
I think you forgot Navteq (aka HERE) and no, it doesn't stay free of charge. Just like tomtom did last week with the iOS app, they will lauch it for Android too and that's when we'll have to start paying.
