Garmin units need the .wav files to have strict specs i.e. mono, 44100Hz. Sox.exe is invoked by POI Loader to ensure they conform, i think you use a custom compiler though don't you Osiris?

Yes, my Russian voice .wav* are conforming to those specs but since I have no way of testing it (no real Garmin unit to play with) I do not know if that's the problem. I'm not using any "custom compiler", the incantation is:
1. Parse Navitel released alerts and create .xml (with creation of different Categories, Icons and Audios)
2. Use Garmin GPI Creator Toolkit to compile to .gpi
* voices are downloaded from Navitel, converted over to Garmin .wav requirement or from .spx format.
