Hi I have the Garmin Monterra android device, I'm pretty sure that this speed camera database isn't compatible but I cannot find any details on which are....can anyone help?

Garmin Monterra is outdoor device and Garmin do not prevent Cyclops in all its outdoor units intentionally. Why? Ask Garmin...

But does it prevent generic Garmin POIs from working? That is, would POIs created by Garmin's PoiLoader works?

Yes, there are no problem with POIs created by PoiLoader or GPI creator!
