The software uses the most appropriate folder based on the resolution of the device. Probably like luisresende told you, the software uses the hdpi folder, if you put the loading.bmp in all folders you are sure to see it even if the software uses another folder.
Resolution should not be confused with Density, even changing the dpi value the software continues to use the folder it deems most appropriate, (maybe hdpi).
Changing the dpi values gives an enlargement / reduction of the map view, in fact it does not only concern the icons but also the buttons and everything else, map included.
Usually this operation is necesary only in cases of resolutions outside the "standard".
