If I recall you had to install the Google Play Store version first be for you installed the Mod version.
Seeing that TomTom Go is no longer you can not download it from the play store.
You might be able to find it on other stores if you are lucky.
TomTom has redesigned the TomTom app completely and is no longer the same app as it was with v1.17 or any other newer version that came after v1.17.

The new TomTom app is called "GO Navigation"
