Are you using one of my post in this thread? If so, you would of seen the instructions:
1. Put VocalizerEx folder in android root directory
2. Put content folder under iGO
It should look like this
\iGO\content\voice
\VocalizerEx
3. Install the *.apk under VocalizerEx

VocalizerEx (not VocalizerEX) doesn't go under iGO directory; it goes under the root directory.
I don't think Voice_Slo-f2-lua is TTS voice config, it's regular audio voice.
This thread won't work for "newer" releases of NextGen (which might includes yours 9.18.27.705829)
