Most of your licenses are redundant.
I only tested Slovakia and Serbia and all content is active except for the "serbia.fsp".

I suspect the map license is missing
"Mega_Free_1_Year_Update_FEU_NQ_2024_Q2.lyc"

iGO Nextgen only wants .lyc not .lic licenses.
I read that in the forum and still had this Europe_map_NQ_Primo_2024_Q2.lic in my license- folder.
