In addition to the licenses that came with the software itself, you only need to add the ones that come with the map package.
Have you tried with 2019.Q2 edition?
I have not tested this software with Here maps, if I find the time soon later I will check.
Given the problems you have, they are otherwise common with Android, I would recommend you
- to backup your data from your phone
- do a full factory reset
- and of course then try clean install of any iGO NextGen edition.
This should work.

first of all i must tell you, after plenty hours of endless versions-tests (...) i got running now iGO_Basar_9.18.27.736574.apk, a "normal" license-cracked version of iGo Nexgen... on my NOKIA 6.1 with Android 9 (pie).
(YESSSS !!!)
On my phone its definitiv Google Play Protect!
Google Play Protect must be turned off, and the problems are away...
If i got only running your non-cracked T4A (#post1) and before this again (after all this other tests) also not the cracked version from #post10/11 i got it:
Google Play Protect finds the license-cracks and avoids the start of all this apps... stucking black screen....
So its not more so important for me if all this things i called in #post12 run also in the T4A-version, i have both versions installed, t4A for africa and reserve, Basar for Europe...
But i will test it with the the 2019-Q2-edition-torrent-maps-set* after having downloaded it (6,5GB) and tell the result of the licensing in T4A then here.

A really helpful hint!
I had the same problem.
After the last security patch (as of 2019.08.01) iGO World and iGO Basarsoft did not work anymore. Only black screen after launch.
This tip helped.
