That is what I thought,
I have a CPU A53 64Bit x 4 Core 1.25Mhz
2 RAM
Android 9.1
But, it runs well, once loaded into memory

As I thought: it is not Android 9.1 then 6.0
The device has a relatively poor characteristics, probably the built-in NAND is also very slow.
Interesting that the system is 64-bit, which further slows it down.

No adjustment can enhance the physical characteristics of the device.
On the other hand, you can make software - content "easier".
Only files that you really need. Only one (or two) langs&voices, if you were adding licenses use only the ones that came with the software and those of concrete map edition, remove premium dem - use only standard, as little speedcams as possible, remove unused ux files, if you're not a trucker don't put ftr&truck poi, remove hnr files, etc etc...
Don't use skins until you have the knowledge you need, so you can throw out all ux files you don't need.
Etc...

As I do not know which licenses to put, I renamed the license folder and create another (empty) then I launch the application, it starts in 5 seconds !!!
And as if by magic, 8 license files are created in the previously empty folder. Apparently it works well ...

global_cfg is latest and lang is English (US) still the same... But all other countries are ok.
Edit: On TomTom maps this doesnt happens, but i prefer Here. After reinstalling program, starts well, and showing M, E etc. but after program reopening, there is x instead
