let's say, that dictionary.voice is OK. It's not changed since last Pongo skin Update. It was OK untill now.

Anyway, here you are ... Serbian and English that I have tried.

I compared the files you sent with those I own.
Although the language is different - it is assumed that each line of the message (the basic phrase is in English) should be analogical - that is, the number of message lines in the original and the translation should be the same or similar.
If I compare my (Polish) dictionary.voice and dictionary.voice from the latest Russian file (after updating pongo and arimi) - the number of lines is similar (I made the translation and added the phrases).
Compare your dictionary.voice file with a voice file (rus) that I send to you - you'll see what you're missing.
In my opinion, this is the reason for your problems!
PS if you know Russian - you can upload lik to iGO and check the messages (assume that the speedcam configuration you have ok.)
out of curiosity - did you install a new skin arimi? do messages work? - Everything works fine for me.

The second matter is the text format - you may have bad formatting of the text and mistakes are made when copying the files - then TTS will not be able to read the commands.
