If the lua files are not encrypted, why not using a normal editor like ultraedit?

In the latest version of the skin by Pongo, all .lua files are encrypted.

What is him the difference from (sys.txt): [3d] ; [3d_config] ; [map] ; [poi]
I would like to see poi-icon and speedcam-icon only nearby, not in the horizon a long way off.

Where are the entries necessary? Which is required:
