Both TTS files are fully compatible (translated and functional) for all listed skins. Difference is that Voice v2 has config files based on RUS/UKR config voice files, and Voice v4 has config files based on DE/LIT config voice files. Both of them have unique settings for serbian grammar and diction.

I found 1 mistake in dictionary.voice in Voice_Serbian_TTS_v2.200104.zip.
