Solution
I can get into TTS settings but the page is blank. Only the header of the page is visible, but there are no settings like the one I attached picture from the phone.
EDIT: I found the solution! The problem was in the wrong version of Pongo skin. I had an older (the_skin_by_pongo.zip) version that was ~ 12,1Mb in size, and that is the rule of the problem.
