    It's just a text file, it has nothing to do with the internet.
    Your navigation software requires a connection. Or, more likely, Google engine for TTS. You have to download the offline package.
    Do you think the engines in the second post are posted for decoration
    Code Factory Vocalizer and CereProc have support for Dutch....
