That explanation is not given by the NNG either.
Probably corrections of errors, better fit of data, and only then changes in the geographical-road plan.

Was there any catastrophic earthquake? Hit an asteroid in the ground? WW 4?

New Basemap in August
My one and only licensed iGo device received an "error correction update" in August - a new global_cfg.zip and a new basemap.fbl.
Checking contents in my device, it is shown in the maps section as "Basemap 2012.03 Data source: NNG Ltd. [210623]" with 8996 kilobytes. Don't know what is different to the version before ("Basemap 2012.03 Data source: NNG Ltd. [190527]" which had 8995 kilobytes).

Unzip and copy to maps folder - better rename old basemap.fbl before to basemap.fbl.old

HI,
during the time I have tried different released of basemap and some of them got my problems, errors,
I attach her a version of basemap that did not give me trouble and is working well on both wince or android devices.
the version is: Basemap_NNG_2012.03_180511 and is 8994 KB

then just compare the network of trunk roads and geological forms in an area you know:
? Do the "new features" in the "newer" file correspond to the current status, different from the "allegedly" published by NNG last? yes, then the basemap from @Horstmann is "newer" more up-to-date
