Kanopus is absolutely right! WebUpdater read only GarminDevice.xml which was generated by device.
For experiment, copy to this file any omission tag from other device and WebUpdater will suggest update for content of that tag.

Small tips! If you want find the link on garmin.com for selected tag you may change in line (see beginning of file):
...GarminDevicev2.xsd"><Model><PartNumber>006-BXXXX-00</PartNumber><SoftwareVersion>450</SoftwareVersion>
1) PartNumber value to new value corresponding with it you want find (find it in GarminDevice.xml any value, for example, 006-D0403-00 for English_American_Jack.vpm)
2) Software value to 000
then save GarminDevice.xml and restart WebUpdater. Only click to View Webpage link opposite Additional Information and you will visit proper webpage.
(In this manner I find a file description sometimes if I know only partnumber of it.)
