Staying on the splash screen with cure firmware loaded means that it's 'stalled' in the boot process and that's expected because it's looking to load some essential files and can't find them, so therefore there's only been a partial boot but enough to allow MSM access.
Once original fw is loaded after formatting and without any files/folders added many Garmin devices will completely boot and self-create a Garmin folder then write a fresh GarminDevice.xml file into it. The thing is that some Garmin devices won't boot if completely empty and need at least a Garmin folder manually created in the root, before original fw is loaded. Try doing that and see if it helps. If it still doesn't then load some additional 'known-good' files like Voices (see Point 3 in Note 2 of initial post of [Only registered and activated users can see links. ]) but take care such files are ok. Quite often just an empty Garmin folder is all you need for such a device to finish the boot and re-create the XML file.
If after trying the above the Rino still shuts off it may be that the flash is indeed damaged. Although uncommon, if there's an essential region that cannot load during the boot process then a complete boot is impossible.
