Ah! That makes perfect sense. I must've had a brain fart and didn't realize that the script backed up the NV into 41-backup.bin and then erased it. For some reason I assumed it restored it from the file.
The locale/language prompts went away after I've manually copied the maps to the device and copied some additional files to the device from a backup (EULA, etc.).
The manually copied map seems to be working perfectly, although I did not yet copy over .JCVs, .G2S, etc. files. As my unit comes with life-time map updates, I would rather install the entire map in a supported fashion via Garmin Express.
I will scan the forum for ways to "disinfect" region41. I'll update the thread if I'm able to get the issue resolved. If not, Kunix, I will await your instructions tomorrow.
Incidentally, is there a way to clear non-volatile memory (and is this different from clearing user data?) on a non-bootable device that does not involve erasing NV completely?
