as per your help and guidance, I have successfully flashed my 3970LMT into 3490LMT.
everything works as a 3490LMT.

and also, I have enabled extra features such as mp3 and video.
I have installed the EcoRoute HD on my car and I have tested it and it also works.
Bluetooth on my phone is also working.

The only thing not working is the Voice Command.
I get a message saying

"Voice Command support is not available for American English."

I tried to change Voice Language and Text Language but still cannot enable Voice Command.
