as per your help and guidance, I have successfully flashed my 3970LMT into 3490LMT.
    everything works as a 3490LMT.

and also, I have enabled extra features such as mp3 and video.
I have installed the EcoRoute HD on my car and I have tested it and it also works.
Bluetooth on my phone is also working.

The only thing not working is the Voice Command.
    I get a message saying

"Voice Command support is not available for American English."

I tried to change Voice Language and Text Language but still cannot enable Voice Command.

    any ideas?

Thank you so much my friends!

For an Australian version of the 2455 which bin file would be the Equivalent? of the 140.bin

    D:\Garmin 2455 LMT\.System\ExtData\006-D0952-01.bin
    D:\Garmin 2455 LMT\.System\ExtData\006-D0952-02.bin

Read with care post n1, the files you posted here have nothing to do with reg_140.bin , the one you need to use the application to enable features.
    Region 140 contains these features.
The flash chip is divided into regions .
Sorry but your post is quite a nonsense.

    Let me rephrase
Is there a different command line for the Australian version of the 2455?

The update log is listed below
    Parsing "xrgn,140,1:/140.bin"
    Error
    Parsing "reboot"

All sorted rrgn = read, xrgn = write
