If you could verify that this 'enabling' is permanent for the new map, i.e. that hot plugging does not have to be repeated after the unit is powered down and rebooted, that would appear to confirm some kind of fw initializing. Either way, if this is not a one-off fluke and works with any NT map, it's a nice find champ.

Checked it today and it's still working like a charm showing map ver 2012.40
Went for a ride, a little nippy today but got home and tried ever thing again and lost my POI search keyboard was grayed out but ever thing else still works without rebooting. Trying to figure out why I lost it.
