I'm looking in youtube for videos showing access to maintenance mode (preboot right?), like this
(I didn't find the nuvi 250: here he uses bottom left corner, but it helped me to understand I never saw the maintenance mode);
maybe my problem is I'm not able to get this stage (I press and hold upper left corner and then power, but always it appears the screen "WARNING...Agree"

it says the software now is updated.

I go to 'Where to?' and I can set a destination; it calculates right distance and time to arrival...but when I start moving 1) it doesn't speech 2) it is not able to change the route if I don't follow the initial one 3) if I select 'Turn in' (bottom right angle) I can hear the voice and it gives right informations...

You seem to be missing the base map [gmapbmap.img] which will cause problems. [Only registered and activated users can see links. ]. And Help files are missing..
Also, did you hard-reset it after the firmware update? [Only registered and activated users can see links. ].
I'd also suggest that in your Windows Control Panel you uncheck 'Hide extensions for known file types' in View tab of Folder Options to show all extensions. Less confusing that way.

From where are those files from? Do they come from another nuvi?
You need a basemap too. Look in Maps Index and download it.
You have to navigate to get to the good.

I had hard-reset
All files are from WebUpdater (Cure, format, original firmware...following all guides here in the forum I had garmindevice.xml and then connected to WebUpdater
Now my Nuvi is this one:

It's able to connect to satellites, it calculates the route but it doesn't speech; again, if I click "Turn in" it's able to give oral instructions.

Check Setting-System-About-Audio version (or like it)! You must see language name and version for it!!!
And try change to other voice language, restart unit and choose your language again.
Garmin, how much is 30 pieces of silver for Judas today? Were they worthy for crucifix of GPSPower?
Perfect, now it seems to work!
This morning I copied voice TTS (webupdater didn't find it) from my Nuvi 660, then hard reset and voilā!
