You will not get any of the city maps to work you need a Lic.

Your best bet is to get an app called OSMAND+ they have "United Arab Emirates" maps.
This app updates it maps monthly.
They also has speed camera.
It is not just a hiking app or biking app but can be used with no problems as a car GPS app.

The latest can be found on this forum.

If you want to use Garmin Topo free maps you can get it here:

Go to the map area you want and have it sent to your Email address.

Spoiler: Topo UAE

After you get the map you can add it to your phone in the Garmin\Map\

Rename it to Topo_UAE.img or what every name you want.
Do not use the default name for the IMG file.

The reason I say that is because you will have other .img files already with those names.
