You will not get any of the city maps to work you need a Lic.

Your best bet is to get an app called OSMAND+ they have "United Arab Emirates" maps.
This app updates it maps monthly.
They also has speed camera.
It is not just a hiking app or biking app but can be used with no problems as a car GPS app.

The latest can be found on this forum.

If you want to use Garmin Topo free maps you can get it here:

Go to the map area you want and have it sent to your Email address.

After you get the map you can add it to your phone in the Garmin\Map\

Rename it to Topo_UAE.img or what every name you want.
Do not use the default name for the IMG file.

The reason I say that is because you will have other .img files already with those names.

It can read some original maps except gmapprom
through pc apk studio I'm trying to find anything related to the license but there is nothing
I think there is a little secret maybe some experts will find it
