I think we can conclude now that Topo France v4 Pro has a serious problem with Active Routing. It just doesn't work both in Basecamp and a GPS. I suspect the problem is situated in the db file but I am not sure.
The map itself is very nice and contains a lot of little additions (new buildings and footpaths I missed in v3) in the areas that I know very well from my vacations.

I could get the .db file from another source and it's exactly the same than the one posted above byte by byte.
