You mean you want to get the official locked img from Garmin without connecting a actual LM device i suppose. If so, get a usb stick or sd card, check it's formatted correctly as FAT32, create a folder named Garmin in root, then copy your device's GarminDevice.xml into it. This 'fake nuvi-stunt double' trick works for conventional mapping downloads in Western Countries so i think it should work for TWN to dl the .exe file.
