Downloaded this file looking for Full Europe map but is only Central and East Europe

Read better and look at coverage pictures. In 1.9 GB you cant have the whole Europe, these posted there are 2 EU maps, the whole CNEU is splitted in 2 parts to fit old devices non supporting maps greater than 2 Gb

It should be 2 files as in the fat heading you have quoted. One file on memory card and one internally in the Garmin device.
This set seems to be amied for older units that can't handle map files > 2GiB. For that reason one might have one area of the map internally and the other part on memory card.
