I had try this and result is this (same model 2599 c4):
Parsing "del,0:/.System/gupdate.gcd"
Success
Parsing "rrgn,154,2:/BUK_154.bin"
Success
Parsing "xrgn,14,2:/Garmin/Updater/1947/14.bin"
Error
Parsing "xrgn,127,2:/Garmin/Updater/1947/127.bin"
Error
Parsing "xrgn,158,2:/Garmin/Updater/1947/158.bin"
Error
Parsing "reboot"
Still is System software missing
Sometimes I think this is the same broken Garmin from post earlier
