"System Software Missing" message at it's worst means a damaged chip. At it's most benign it only means that region 14 is empty, incomplete or corrupt. In the latter case it's an easy fix, because the device defaults to preboot mode and is therefore flashable with an RGN file via Updater.exe. To check if it's being seen in preboot, connect it to PC with Device Manager open. If "GARMIN Device" appears then it's in preboot and there may be a chance to recover it with flash of 194701000880.RGN (safe naming).

You could also try moving the 3 files 14.bin, 127.bin & 158.bin to the root of the card then try again with update.txt file changed to:

Clearly the device is reading the card because the gupdate.gcd has been deleted and a copy of the nonvol is dumped in the card's root. Perhaps the path to the 1947 folder is a just too long for writing in this case. Remove "last_id.bin" from the card before another attempt.

If the shorter path doesn't work and Updater.exe also fails to flash it then it's a hardware problem for sure.
