    This can be actual chip problem. I can't say for sure however but you should try with different USB cables and even another PC using only a rear USB2 (not USB3) port in case the current connection is flaky.

    And one more question. Let's say it is physical damage to the chip. If I find the same and exchanges it (I need the device) then I can later upload the software presented in the forum ways, or will I have to use programmers and upload something else so that the chip will be supported
    If you cannot return the device for a refund then you'd be better to try sourcing another 2599LM with a cracked screen. It's so much easier to change your screen onto another good device than change flash chips. I've no idea whether 2xx9 devices have a BGA chip but even that is not an easy changeover, re-balling isn't fun.

    I'd exhaust all possible ways to reflash firmware first however.

    Replacing bga chip 10 minutes of time + reprogramming a new chip for another half hour with the restoration of all licenses and identifiers. It is quick and easy - only experience and equipment is required.

    Replacing the display and battery - 3 minutes time. but restoring licenses including the built-in traffic receiver will be a problem.
    You should buy a broken navigator with the same licenses
