Is the 3790T the best nuvi device as of now? Will garmin release any new nuvi devices this year that I should wait for?

I’m from the Philippines and am planning to buy a Nuvi 3790T from the USA because it is not available in our country. If I buy it there and plan to use it in our country, are the map installation hacks explained in this forum applicable for my purpose?
