French Guiana in City Navigator Europe makes sense, for the reason already given.
French Guiana in City Navigator South America makes sense, because it is on the same continent.

Florida in City Navigator South America and French Guiana in City Navigator North America? Garmin has to be using these two areas in the two different map sets as a form of demo or attraction.

South America: "Ooh. Take a look at the high quality of the Florida map. If you want Mexico, Canada, and the rest of the United States, might we recommend going to our website and purchasing City Navigator North America?"

North America: "If French Guiana whets your appetite for more, might we recommend going to our website and purchasing City Navigator South America? In addition to French Guiana you get Columbia, Venezuela, Brazil, Chilé, and Argentina."

That's about the ONLY thing that makes sense.
