Firstly, you shouldn't format a Garmin device's internal memory unless you are having problems that cannot be overcome any other way. If formatting is needed as a last resort, bricking due to an unknown file for example, then only [Only registered and activated users can see links. ] is sure to work to Garmin's proprietary OS's satisfaction. Other tools might be fine, Windows built-in tool is hit and miss but never use a Mac to format a Garmin device as success rate is low.
If you do have to format the internal memory but the device still has Mass Storage Mode available then always take a backup beforehand.
