Strange, I don't have an NdsMaps directory.

Unless your phone is rooted you only see it on the external sd-card...

Fool root. (Magisk) - editing via Root Explorer.

OK, I also use magisk, but nevertheless installed NDS on the external SD... Perhaps that's the only trick that helps (also for my unrooted devices).

Your Intervention was, that you had more free space on your external sd at the point of installing TomTom. Otherwise it would install on internal sd...

I am affraid, you are not right. As I wrote, TomTom uses external SD only when there isn't enough space in the internal memory.
For example, when you have 15GB on the internal and 50GB on the external disk, TomTom will use internal /data/data/...

On the internal I have 23GB free, and the maps are installed on the external.

Then your TomTom is different from mine. In your example it installs on the external SD with more free space.

In my case i had 15GB free internally plus a new 64GB external... It installed on external...

I have never had a problem to install Sygic or TomTom NDS to the SD card.

The first think I do before I even side load an app is to check the systems setting and make sure it is set to install to SD CARD as default.
Each phone can be different in the settings.
Then I copy the GPS app to the SD Card root. (not to the internal memory)
The next thing I do is install the app (but do not start it yet!!!!!)
Then I go to setting and get to app section and pick TomTom NDS or what ever GPS you are installing and make sure I give it access to the SD card storage.

There is not need to root your phone.

Now start the app and go through the setup.
    Download you home map.
Then shut down the app and go to the file browser and you will see that the GPS app had put the data on the SD Card.
You can even see before you start the app how much space in on the SD card before you download the maps.
Then check it again and you will see that some of the space has been used on the SD card. (that shows it has put the data aka maps on the SD
    card)

It does not matter how much free space you have on the internal memory you can install to the SD card every time.
