I have exact the same problem with one of my device (Android 8.1 car radio without root)

It's happens with the apk+obb, *.xapk, and trial version of Google Play Store.
Sd maid, deleting the obb folder,... nothing helps.

The installation ends without errors. You can start the app and you see the loading screen with the first pages you can skip (in the status bar you can see the app is downloading the voice) and than... nothing app freeze.

The last working version of tomtom GO on this device was v1.18.1 Build 2169

I can't figure out why. On other devices its running great
