Yes, 2 ways:

1- Using TTSVoiceEditor: Open the .rgn then save as Pycckuu__Milena.vpm (or the name you want)

2- Using RGN_Tool: Open the .rgn then use the region Save button and save as Pycckuu__Milena.vpm (or the name you want)

Correct! It's more a Vocalizer type of voice. I think it would work on the 255W, but not on the 3xxx serie.
