With these proximity settings my gps is beeping constantly, especially in the city, the radius is to high, picking up several radar. A gps doesn't know if I am driving towards a radar.

Slowing down from 80 to 50, I need to get informed some 150mtr to get noticed (due to talking, radio), 300mtr is to much for me. With 300mtr in the 80 zone it starts beeping 15 seconds before and 20 seconds during the 50 zone (when there is just one radar around).

Are the CSV somewhere available to create my own gpx files?

HERE they are.
Another way to change the Proximity Distance is to Edit GPX files, although a little more complicated and then recompiling the GPI.
