It's not voice TTS (stands Text-To-Speech)

Differences.....the normal voice option is a set of pre-recorded messages adding basic voice functionality to the navigation.

The TTS voice is a stand-alone voice engine, that can process any text input, for example road exits and street names.

If your device supports TTS voices, you can install them directly from the Garmin website
With the Web Updater,your dashboard in mygarmin or Garmin Express
