    Edit: I didn't read carefully...
    ...MS700 non WinCE...
The hardware of the MS700 and E700 models are identical:

    E700:

If you are unable to obtain an original backup, you can install WinCE.
In my opinion, it will really be the best to update in the future ...

Once you have WindowsCE, you can do this for example:

@apolyps3, Wait if I understand correctly. Can I install WinCE on this device?

Yes, you can install WindowsCE, but there are setbacks!
Depending on the firmware you will lose some benefits, for example:

    • Any firmware you will install on MS700 with WindowsCE will no longer be able to update in Navitel Navigator Update Center.
    • If you use [Only registered and activated users can see links. ]) firmware you will lose half of the GPS RAM, ie the MS700 comes with 256 MB RAM (not real) and after upgrading / installing [Only registered and activated users can see links. ]) firmware will get 128 MB RAm (not real).
    • If you use [Only registered and activated users can see links. ] firmware, you will have 256 MB of RAM, but you will have problems with the [Only registered and activated users can see links. ].
    • You can try [Only registered and activated users can see links. ] available at 4pna.com, but you should check if they are compatible with your hardware.

I still don't know what your CPU is (it has the info behind the PNA, in a tag) but according to the specifications of navitel.com is equal to the E700.

    Data from MS700 device:
    Processor: MStar MSB2531 800MHz, Cortex A7
    OS: Linux
    ROM: 8GB
    RAM: 256MB DDR3

I downloaded the software from # 23, but when I open the ReadMe file, I see strange stamps instead of text. Do you have any readable file?

I do not want to make the situation of the MS700 worse.
It is a very complex subject.
I have many questions about this model. Especially if you really have Linux or WindowsCE, you might have a locked WindowsCE like in modern cars or trucks.
If you want me to try to help you, we speak privately so as not to compromise future privacy issues.
If this theme evolves, it will be posted here to meet all gpspower.com users if Grzegorz Kl becomes available.

You should check if your model has WinCE or Linux, models E700 and MS700 exist on both operating systems.
Through MP photo, gave the GPS MS700 proof of having Linux.
He also told me that it already works, but is still running Linux.
If @Grzegorz Kl is available, tomorrow it will provide more information about the advances it is testing.

I was able to bring the Navitel MS700 back to life.
@ apolyps3, thank you very much for all your help and sharing the files.
If you have any questions - except those that have already been answered by a colleague @ apolyps3 - I will gladly share what I was able to do and observe.
I haven't tried installing WinCE on this device yet. I am waiting for a small capacity microSD card.
    @apolyps, thank you again.

    EDIT:

I was able to run WinCE on NAVITEL MS700 with the WAYTEQ overlay.

Thanks to @apolyps for help and to the 4pna crew for the files I used.
