It might have something to do with the settings:
Regional Settings / Units and Formats / Distance
There are miles/feet or miles/yards.

Thanks Golom, I had it set to Miles/Yards. I have now tried the other two settings, Miles/Feet still shows 19 and Kilometers/meters shows 31 so none of those settings seem to give the correct speed.
Thanks Andrey, I had manually checked the file and saw the same as you, it seems to be correct (as were other speedcam files I tried). Any other ideas I can try?
