the SpeedcamUpdates.spud is automatically created at first time (empty with size=0) and may contain along time the speedcams added by the user (then size is > 0)

so let it in place (empty or not *) when updating the speedcam base... unlike the speedcam.spdb file that must be deleted before doing that

* if size>0 and you delete it, you will loose you personal additions
