Traffic/Speed camera setup costs money and in city that are "testing*" them, they couldn't afford to put 4 at an intersection. Usually they are bi-directional because they want to catch people in a "major" street of an intersection. In my area, I never seen 4 at an intersection. Mostly 2 and sometimes only 1. We don't have a lot mobile/speed camera here; but there are a few in US (and those will be better served if they are directional) Even outside the US, SCDB are not directional.
* They are considered "unfair" and just served as an annoyance. In my area, they are starting to remove them. It's not that they are wrong, it's just that they are too "good" and "reliable" at catching people. Without red light camera, you are pretty much guarantee to pass ok when light is yellow; with red light camera, you are pretty much guarantee to be ticketed when light is yellow.
