Getting TTS work correctly first on your android device is a prerequisite for getting TTS to work in product like iGO/Primo. Once TTS works on android (regardless of whether you're running iGO/Primo or not) then you can try to get it to work inside iGO/Primo (search other threads for answer) This is an android thread so *.dll is irrelevant (it's only needed on WinCE) so no need to mentioned it.
