Try this voice file and see if it shows up:

It is an English voice file, so if your installed TTS engine voice is not English, it will sound weird, but that's not the point..the point is to see if it shows up as a voice choice.
I am not familiar with your exact version of Android Primo you are trying to work with (I have switched to NextGen anyway), but some versions of Primo/Android require an older line within the info.ini file of the voice file to read:
tts_engine="Android TTS"
Which this 'Samantha' voice has.
Newer versions can simply use:
tts_engine="android"
Which is now more common (and is what is in the French voice file that I posted earlier).
If neither voice shows as available, you may have some kind of compatibility issue with the version of iGo you are using and the version of Android on your device.
In my experience, I have known this to be the case..one version of iGo, say 9.6.29.468978 for example, works just fine on my device, but then a 'newer' version. say 9.6.29.583618, does not in one way or another. Newer does not always mean better. What is compatible within the same release (2.4.x) is more important than higher version numbers. Often specific version numbers are different only because they were customized for specific hardware which may or may not be right for you.
