I also did an experiment. Maps and French Poi.
Save deleted. No branding. Skin Pongo 16-02-2020. iGO_PAL_9.18.27.719974_SD_VR.apk. And such a result.

Pongo Skin...you should have mentioned it first. What about sys file? Modified also?

I tried sys.txt from pongo and tried mine. No change. Maybe something is missing in sys txt?

Could be. I'm not a fan of skins, so i rarely test them. Also there is a great chance of conflict with some of the skin ux's.

I don't understand where your problem is coming from.
To test, I added the HERE (.poi) files for France.
So there are the files for Poland and for France.
As the screenshots show, all the signs are displayed!

On the other hand, I see that you have an "Inne" sign that I don't have!

Are you sure you use the same A_Fast_Food.zip file? I have no idea why it doesn't work for me. (I used a French language file).

The most interesting thing is that the A_Petrol_Station.zip and A_Electric_Vehicle__Station.zip files work correctly.

as can see do you have icon from "silver_poi.zip" ux
do a try without this plugin .... rename extension or remove it...
for me works without problem

Other option is to add in sys.txt
[other]
discard_save=userdata:poi_visiblities.txt
but this entry, will prevent you, for adding new favorites points!
Before the running of the program with the added entry in sys, delete the file poi_visiblities.txt
