I would not think sys.txt has anything to do with this feature. are you sure you understand the actual feature i am talking about?
If the opposite was available it would be clearly marked on the menu but only increasing speed is.

Buddy - you can see that in your sys.txt no related commands DA (Driver Alert) - in addition to the fact that warn SpeedCam - it is primarily informative.
In your case:
1. You have a message - "You can increase the speed" - get it when the speed limit "stitched" in the map will be greater than yours in this section, or
2. The "Release to ... km / h" and the speed limit sign is flashing. The skin Arin have an additional message - type displayed .....,. reminds - slow down.

A separate issue is SpeedCam - you can have two types of messages -
1. indicating the possibility of radar control, or
2. informującu about the need to exempt up to a certain speed is exceeded because of her.
In both of these cases, you have the added tone.

So I guess it's all your doubts exhausted? Or is it something else?

PS.On the command description DA wrote on the forum already many times - so I will not repeat it - look.
You have descriptions and TTS version and the version of the non-TTS. The rest can be found in the user's mannual iGO, and available options Sound and Warnings / speed settings warnings alert point settings

Actually - Is Android, but it does not change the fact that apart from the rest of the string is also valid for WinCe

i tried that skin in wince but does not work, even renamed the file to ui_igo9 but does not work, so cannot even trest the skin.
but would much prefer a seperate ux like the one above that can do the same in reverse.
