I would not think sys.txt has anything to do with this feature. are you sure you understand the actual feature i am talking about?
If the opposite was available it would be clearly marked on the menu but only increasing speed is.

In your case:
1. You have a message - "You can increase the speed" - get it when the speed limit "stitched" in the map will be greater than yours in this section, or
2. The "Release to ... km / h" and the speed limit sign is flashing. The skin Arin have an additional message - type displayed .....,. reminds - slow down.

A separate issue is SpeedCam - you can have two types of messages -
1. indicating the possibility of radar control, or
2. informującu about the need to exempt up to a certain speed is exceeded because of her.
In both of these cases, you have the added tone.
